Vegas ditching tickets for School Supplies!!!

So the city council in Las Vegas voted unanimously to allow motorist that have incurred a driving ticket, parking ticket, and other moving violations to make up their tickets cost by donating school supplies. This is only a 30 day window, but what a great idea. What do you think? Should East Texas communities adopt the same format?
